China’s Ministry of Industry and Information Technology (MIIT) has issued new regulation that will see the country’s operators introduce mobile number portability (MNP) services on 1st December. Mobile subscribers will now be able to transfer their mobile number to a different provider’s network if they choose to switch. The country’s operators are responsible for delivering the service and must inform subscribers of the associated processes, conditions and risks.

The service will be overseen by both the regulator and local government administrations focused on communications. One of the clauses of the regulation requires that operators “jointly maintain a healthy and orderly market environment” and ensure a smooth transition when customers switch networks.

In particular, operators are not legally able to deny or prevent users from transferring numbers without justification. They are prohibited from offering tariffs aimed at MNP customers, nor can they target customers of named rival operators.
